What MND and HDB announced

The Ministry of National Development and HDB announced the changes on 23 August 2026 following the National Day Rally. MND said the income ceilings were last adjusted in 2019 and are being revised after incomes rose.

Annex A states that there is no purchase income ceiling for a resale Standard or unclassified HDB flat without a CPF Housing Grant. Buyers must still meet the other applicable purchase and financing requirements.

How the revised ceiling applies to HFE letters

The date of the HFE application matters. Households applying on or after 24 August 2026 will be assessed under the revised ceiling.

Households with a valid HFE letter who are already eligible for a subsidised flat or HDB housing loan need not take further action. Their existing eligibility is not affected by the revision.
