HFE Letter, Bank IPA and Letter of Offer: A Timeline Guide for HDB Buyers

The HFE letter, bank IPA and Letter of Offer serve different purposes. This guide explains the sequence for new and resale HDB buyers.

Quick answer

An HDB Flat Eligibility (HFE) letter, a bank In-Principle Approval (IPA) and a Letter of Offer (LO) do different jobs. The HFE letter records HDB’s assessment of flat-purchase eligibility and, where applicable, CPF housing-grant and HDB-loan eligibility. A participating financial institution’s IPA is an indicative loan assessment. Its LO is the confirmed mortgage offer stating the exact amount and terms.

For resale purchases using bank financing, the LO is required before the buyer exercises the Option to Purchase. For new flats, it is required before the Agreement for Lease is signed.

The three documents at a glance

1

HFE letter

HDB’s assessment of purchase eligibility and, where applicable, grants and HDB-loan eligibility.

2

Bank IPA

An indicative housing-loan amount from a participating financial institution for early budget planning.

3

Letter of Offer

The financial institution’s confirmed mortgage offer, exact amount and terms for the selected purchase.

Key takeaways

  • New-flat applicants need a valid HFE letter when applying in an HDB sales exercise.
  • Resale buyers need a valid HFE letter before obtaining an Option to Purchase and when submitting the resale application.
  • Buyers considering a participating financial institution may request an IPA when applying for the HFE letter.
  • An IPA is indicative; the LO sets out the confirmed mortgage offer and terms.
  • A bank-financed resale buyer needs a valid LO before exercising the Option to Purchase.
  • A bank-financed new-flat buyer obtains the LO after booking and before signing the Agreement for Lease.
  • Assessed loan eligibility is not the same as a comfortable household budget.

Background

HDB introduced the HFE letter on 9 May 2023 to bring several early assessments into one process. It replaced the former HDB Loan Eligibility letter and the Intent to Buy requirement for resale buyers.

The HFE letter helps a household understand whether it is eligible to buy a new or resale HDB flat. Where relevant, it also states assessed CPF housing-grant and HDB housing-loan eligibility and amounts. Second-timer households may also be informed of a resale levy or premium applicable to a subsidised-flat purchase.

Latest guidance

HDB’s current guidance says an HFE letter is valid for nine months from its date of issue. HDB states that processing can take up to one month after it receives the complete set of required documents, and may take longer around a sales exercise because of higher application volume.

For the November 2026 BTO exercise, HDB has encouraged prospective buyers to apply early and submit all required HFE documents by 25 September 2026. This is a document-submission planning checkpoint, not the BTO application date. HDB will publish the actual application period and project details at launch.

New flat and resale checkpoints

Purchase path HFE checkpoint IPA role Letter of Offer checkpoint
New HDB flat Valid when applying in the sales exercise May support early bank-financing planning After booking and before signing the Agreement for Lease
HDB resale flat Valid before obtaining an Option to Purchase and at resale application May help establish an indicative search budget Before exercising the Option to Purchase when using bank financing

Who is affected

This guide is relevant to households preparing to apply for a new HDB flat, buyers preparing to obtain an Option to Purchase for a resale flat, and buyers deciding between an HDB housing loan and financing from a financial institution.

Timing is especially important for a resale buyer. A valid HFE letter is needed before the seller grants an Option to Purchase. A buyer using financing from a financial institution must then have a valid LO before exercising that option.

Who is not affected

A bank IPA or LO is not required for a buyer who is not using financing from a financial institution. A buyer relying on an HDB housing loan should check that the valid HFE letter states the HDB-loan eligibility and amount, then follow the applicable HDB transaction requirements.

This guide does not cover private residential purchases, executive-condominium financing or commercial-property loans, which have different processes.

What remains unchanged

  • All applicants and required occupiers need valid Singpass accounts for the HFE application.
  • The preliminary HFE check and full application must be completed within 30 calendar days of each other.
  • An HFE outcome depends on the household information and supporting documents submitted.
  • A bank IPA remains indicative and is not the final mortgage contract.
  • The financial institution makes its own credit assessment and determines the final LO terms.
  • Buyers must meet all applicable HDB, CPF and financing requirements for the actual purchase.
  • A maximum assessed loan is not a recommendation to borrow that amount.

Planning considerations

1. Confirm the household and flat pathway

Identify the applicants and occupiers, whether the intended purchase is new or resale, and whether the household expects to use an HDB loan or financing from a financial institution. Changes to household particulars can require a fresh HFE application.

2. Complete the HFE process early

Gather the requested income and household documents promptly, respond to requests for further information and allow more time around sales exercises.

3. Treat the IPA as a planning number

An IPA can help frame the property search, but it remains indicative. Compare it with cash and CPF savings, upfront duties, renovation needs and a household emergency reserve. The property affordability guide can support a first-pass review.

4. Follow the correct LO checkpoint

For a new flat, a buyer may request the LO after booking and needs it before signing the Agreement for Lease. For a resale flat, a buyer using bank financing needs a valid LO before exercising the Option to Purchase. Do not leave the final loan request until the end of the option period.

5. Keep the household budget below the financing ceiling

Test the monthly commitment against recurring expenses, possible rate changes, renovation, insurance, moving costs and family priorities.

6. Recheck changes before committing

Employment, income, household composition, citizenship, marital status and property ownership can affect the assessment. Verify the next step with HDB and the relevant financial institution if circumstances change.

FAQ

Is an HFE letter the same as a bank IPA?

No. The HFE letter records HDB’s assessment of flat-purchase eligibility and, where applicable, CPF housing grants and HDB-loan eligibility. A bank IPA is an indicative loan assessment from a financial institution.

Does an IPA guarantee the final loan amount?

No. HDB describes the IPA amount as indicative. The financial institution conducts its assessment and states the exact offered amount and terms in the LO.

When should a resale buyer obtain the HFE letter?

HDB requires a valid HFE letter before the buyer obtains an Option to Purchase from the seller and when the resale application is submitted.

When does a resale buyer need the bank LO?

A buyer using financing from a financial institution must have a valid LO before exercising the Option to Purchase.

When does a new-flat buyer need the bank LO?

After booking the flat, an eligible buyer may request the LO from the chosen financial institution. HDB requires it before the Agreement for Lease is signed.

How long is an HFE letter valid?

HDB’s current guidance states that it is valid for nine months from the date of issue. Buyers should check the latest instructions in the HDB Flat Portal before relying on an expiring letter.

How long does an HFE application take?

HDB says processing takes up to one month after it receives the full set of required documents. It may take longer around a sales exercise because of application volume.

Does a high loan assessment mean the property is affordable?

Not necessarily. Buyers should separately review monthly cash flow, CPF use, duties, renovation, ongoing expenses and a financial buffer. No loan or affordability outcome is guaranteed.
